Russia plans to begin importing gasoline by sea in an attempt to offset a fuel shortage caused by a series of strikes on oil refining infrastructure. Reuters reports this, citing industry sources. According to the agency, the first shipment of gasoline from Asia could arrive at Russian ports as early as June. For Russia, one of the world's largest exporters of oil and petroleum products, this move is considered highly unusual.
As Reuters notes, the situation on the fuel market has worsened following multiple attacks on oil refineries, oil depots, and energy infrastructure facilities. As a result, some companies have been forced to temporarily reduce or suspend oil refining.
Gasoline shortages have been reported in several Russian regions. Officially, fuel shortages have been acknowledged, particularly in occupied Crimea and several regions of Siberia.
Amid the shortage, Russian authorities have decided to temporarily ban gasoline exports for fuel producers until the end of July. This measure is expected to increase domestic supply during the summer surge in demand. In addition to supplies from Asia, Russia also receives fuel from Belarus and has previously attempted to increase purchases from Kazakhstan. However, according to Reuters, the capacity of neighboring countries is insufficient to fully cover the Russian market's needs if the situation deteriorates further.
Experts note that seaborne imports are unlikely to be a long-term solution. High logistics costs and limited supply volumes are cited as key obstacles.
Last year, Russia exported around five million tons of gasoline. Now, the country is forced to seek additional sources of fuel to supply its domestic market.
Amid a series of successful strikes on oil refining infrastructure, the fuel situation in Russia continues to deteriorate rapidly. Some were forced to shut down for repairs. At the same time, the nature of Ukrainian strikes has changed: while previously the primary targets were primary oil refining units, now secondary refining equipment is more often hit. These are complex technological complexes, a significant portion of which were purchased abroad and are on sanctions lists, complicating their rapid restoration. Oil refining volumes in Russia fell by approximately 13% year-on-year in May. This is the most significant decline since the start of the full-scale war. The situation in occupied Crimea deserves special mention, where local residents are suffering so much from fuel shortages that they are asking the occupation administration to increase the permitted volume of fuel transported across the Kerch Bridge.
