it is open as I indicated to you
yesterday the Prime Minister is being held to
pay tribute to the deceased gendarmes
so it is the government which will
answer today the questions to the
government for the
GDR group the floor is given to Mr Steve
Chillou thank you Madam
President my question is addressed to
Mr. also address to Mr.
Prime Minister the
current situation in Kanaki is more than
catastrophic Kanaki is greatly
destabilized by your deadly project to
unfreeze the restricted electoral body
generating a succession of actions
thus revealing the deep disagreement of the
Canac people with your policy of
actions which led to the death of
six people I would
also like to convey my sincere
condolences to all the
Canak and non-Canac families having lost a
loved one and jeens remind you, Mr.
Prime Minister, that your government
is entirely responsible for the
tragedies currently taking place in
this territory. Moreover, I
remind you today that the four
presidents of the overseas region
support the territory of Kanaki and
are unanimously in favor of the withdrawal
of your text you have to master you have to
master the long history of the
Oceanic peoples to understand the anger that is
great in Kanaki. This is what I
tried to explain to you during the
crisis meeting in Matigan on
Friday May 17 where I I particularly
insisted on the fact that the
Oceanian people attached great
importance to trust and
the authenticity of human relations, but
the posture adopted by the
current government makes any dialogue with the people, to
date, we are faced with
people who no longer understand each other and
who do not understand as a reminder the
Canak and Taitian independence movement
ends at the same time and shares
the same fight that of the independence
of our peoples therefore it seemed
adequate and appropriate to me to integrate
Polynesian independence leaders in
your mission in your next
dialogue mission as
mediator for peace however you
have remained evasive on the subject I
therefore reiterate my question do you intend to
integrate Mr. Mo Bruderson President
of French Polynesia into the
dialogue mission who will soon visit
kanaki thank you thank you very much oup my
dear colleague the floor is given to Madame
Dominique strong minister in charge of
local authorities and
rurality thank you Madam President
Ladies and Gentlemen Members of Parliament
Mr. MP chou so I would
obviously like to speak on behalf of the Minister of
the Interior on behalf of the entire
government tell you to what extent we
feel a desire to communicate
all these warm thoughts which
animate us in the face of the SEP victims including two
gendarmes that these riots have
given rise to tell you that we
also address our support for the 86
police officers who were injured
and whose courage we would like to highlight
as well as the courage of all
their families then tell you Queen
reaction to this crisis that the
Caledonian territory is undergoing the President of the
Republic took the decision last week
last to decree a state of emergency
you know so that order returns
as soon as possible yes you are
right the situation is serious the state
of emergency has allowed us and still allows us
for a few days to send
reinforcement and the establishment of
exceptional resources, nearly 3,000
law enforcement officers are
currently intervening on the territory in addition to
the existing internal security forces,
hundreds of police officers and
gendarmes continue to arrive on
the island thanks to by the military means
implemented I will come there dear
Mr. President already more than 320
arrests
have been made since the start of the
crisis thanks to the power of
house arrest provided for by the state of emergency
several dozen violent leaders
were brought under control and several
administrative searches were
carried out. The operation to clear
the main road launched this weekend
allowed the lifting of 67 roadblocks thanks to the
additional police forces who arrived
this weekend, including many soldiers
from the GGN. and police officers in
this context the government welcomes the
words of
local officials who called for the return of
civil peace and in particular that of the president
of
Polynesia
Brerson the institutional debate that you
are calling for on the future of the
territory will be conducted and will be installed
as part of a mission that the
President of the
Republic that the President of the
Republic and the Minister of the Interior
are leading
thank you Madam
Minister the floor is given to Madame Claudia
Rouau for the
socialist group thank you Madam President
Madam Minister of
National Education in order to give more to those who
have less President François Mitteran
launched priority education in 1981
it pursues the objective of correcting
the impact of social and
economic inequality on success education by
strengthening educational action
in schools in areas
experiencing the greatest difficulties
today more than 1.1 million
children are educated in more than
6,600 priority education schools
more than 40 years later its
creation this public policy has
proven its worth but the weakness of the
allocated resources no longer makes it possible today
to achieve the
original ambition the release of the PISA
2023 ranking confirms this the results of
France are among the lowest
ever measured sociology of
territories is constantly evolving
some of them are marked by
increasing poperization there are
today schools classified in Rep
whose social position index is
much lower than schools classified in
Rep moreover the implementation
of the virtuous inclusive school in many
respects also has limits
due to the lack of space in the
medical-social sector more than 1000 on the island and
Villaines the increase in
behavioral disorders in certain children and
the glaring lack
of aesh I would also like to pay
tribute to the national education staff
who work in
difficult conditions the last revision of the
priority education map
dates from 2015 it is high time to
look at it again because the inequalities
they do not wait and school must
remain a national priority Madam
Minister, what timetable do you propose
for revising this school map, it being
understood that it must respond to
real needs which cannot be
conceived without new means,
thank you I thank you, Madam
Deputy, the floor is given to Madame Nicole
Boué, Minister of National Education
and
Youth, Madam President, Ladies
and Gentlemen, Madam
Deputy, you are right, the objective of
national education is to
respond to the needs of needs of each of
our students by taking into account their
specificities and this is
why we work to
individualize the needs to better
provide adequate responses
priority education has
long been the subject of
particular attention with very
significant resources deployed in this context,
you know very well, we have
proceeded to split the classes of
these pce1 and now large
sections which is a support
we have implemented resources in terms of
management staff and then in
staff medical-social I do not believe
that there are any shortages but in any case
the objective is very clear the population is
evolving the demographics are also evolving and
therefore we need to look more
precisely at how this has evolved across
the entire territory this is the reason
why we are committed to
resuming the mapping of
priority education and as I was able to say
I believe in these premises to various various
deputies we are going to resume this
mapping of priority education
in 'adjusting and I have set myself the
objective of the 2025 school year. It is therefore for
this school year that I will propose
changes to better adapt the reality
of priority education to
demography to the needs of the students. Our
objective is really success.
students and this is how we act,
thank you very much, Madam
Minister, the floor is given to Madam
Marjoline my milfer for the
Renaissance group, thank you Madam President,
ladies and gentlemen, ministers, my
dear colleagues, my question is for the
Minister of Transport and I would like to
involve all of my colleagues from
the
Verneuronalpe region. It is a work in progress and no
longer a project. I obviously want to talk
about lyonurin, for which the Prime Minister
reaffirmed his
political and financial support last week, as he
did. recalled during his visit Morienne
this infrastructure is of
national and European strategic interest because
it will facilitate the transport of goods
and people not only between
Lyon and Turin but throughout the entire
Mediterranean corridor which connects
all of Europe from south from east to west of
Lisbon to
Kive this project will ultimately allow
1 million trucks to be switched from roads

the Alpine valleys which will be less
polluted and concrete proof that
economic development and ecological
PE must go hand in hand better when
this major project meets the project
of the president of the Iron Republic of

to develop the Mediterranean river axis

verneuronade will become the first
low carbon hub in Southern Europe confirming
its strategic position and France
with it of European Carrefours the
regular confirmation of the
Government's commitment to Tururin Lyon is
necessary in a file which by
nature plays out over the long term after
the broad consultations organized with
regional elected officials on the phasing of
access and recent announcements on the
financing of studies this
ministerial visit clearly affirms that this
file which seemed blocked in casart and is
well and truly in progress it is important to all
that the Dutil and public declaration which
dates from 2013 does not fall it is a
strong signal which should allow us to
then reflect on the implementation of
the major construction site approach for the
new accesses which will allow the elected officials
concerned to anticipate the work and the
base tunnel which we hope
the opening in 2030 32 at the latest to
realize its full potential to
conclude Mr. Minister
can you tell us how the
government will approach the next
steps the State has promised to initiate the
financial round table of access to
connect this subject to the
state region plan contract and with all the
transport infrastructures of the
auneuronalp region can you
give us an overview
please thank you thank you mident
thank you very much the floor is Patrice
Bergrit Minister in charge of
transport thank you Madam President
Madam Deputy Marjoline Milfire you
are right to recall the many
virtues of the Lyon Tururin project which has
today become a construction site with nearly
40 km of gallery today
dug in the perspective of
next elections let us also remember
that this is a European project which
further connects our countries and which allows
the development of the different territories, that is why
the
European Union was mobilized, it finances
40% today today of the project and a
request was sent for AUG to increase
this participation to 55%. to be
complete and as you recall, this
project must in the long term provide for
access and desaturation of the
Lyon railway junction in January the
government reached an agreement
concerning the financing of studies
with the region and the
local authorities concerned I welcome this
mobilization which also made it possible
to send to the European Commission
a request for financing up to
50% of eligible expenses and the State,
putting the remaining 2 thirds in
parallel, the State and the region
also agreed on a plan contract
particularly ambitious regional state
for
mobility for the region since we
have 1.4 billion euros which will be
invested for the territories, therefore 430
million for rail and 322
million for express services in
metropolitan regions, here are two
new very concrete proofs of
the Government action for the
decarbonization of mobility,
thank you, thank you, Mr.
Minister, my
word is to Mr. Florian Chuche
for the France
Insoumise group, thank you, Madam President,
Mr. Prime Minister,
last Thursday 4,000 firefighters came from
all over France set foot on the
Parisian pavement in an unprecedented
historic demonstration, even since all the
staff representative organizations
came together as an inter-union union.
Their demands are clear. The
first of their demands is
first and foremost not to die from their work.
can no longer see their
colleagues contract cancer or
fall ill a few months after
retiring you have launched an
observatory of the health of
firefighters but the time is no longer for
observation it is for action that
It has been 2 years since the International Agency
for Research on Cancer classified
the activity of firefighters as
carcinogenic. Immediate measures
must be taken for our
volunteer firefighters as
professionals. Establish a
single medical file and an
end-of-career medical examination. Ensure the traceability
of the operational activities of each
firefighter and
post-pressure monitoring ask the Minister
of Health to modify the table of
occupational diseases second
demand the Olympic and
Paralympic Games SNCF agents
RATP drivers
hospital caregivers of Paris the garbage collectors of the
city of Paris all police officers
and gendarmes will benefit from bonuses
but nothing for the firefighters
why this unequal treatment and
this lack of consideration for our
firefighters very demanding we need more
professional firefighters between 2002 and
2022 the number of firefighters
only increased by 3.5% while the
number of interventions carried out
increased by 37.5%. we need
an overhaul of the funding model
of the 10 and a massive recruitment plan
for professional firefighters
the unions were received by the
general directorate of civil security
but they received no
concrete response I ask you so Mr
Prime Minister will you listen to
our firefighters will you exceed
their demands the discomfort of the
profession is deep a few
weeks before the Jos and the
fire season do not play with
fire thank you sir MP
the floor is for Dominique Fort Minister
in charge of local authorities
and
rurality thank you Madam President
Ladies and Gentlemen
MP Choche you
are addressing three subjects three subjects the
first which concerns health the second
which concerns the Olympic Games and
Paralympics and the third which is the
financing model of the 10 very
difficult in 2 minutes to answer these
three points you know to what extent I
am attached to our
civil security fire forces alongside Gérald
Haranin also I was particularly
attentive to their demands during
the demonstration that you cite on
May 16 the first subject on health you
say it is the time for action you
are completely right after
the observation after the operational doctrine guide
which is entitled prevention
of risks linked to the toxicity of
smoke this subject is at the heart of our
concerns and yes we are in
action with the Ministry of Health
on the second subject you mention the
Olympic and Paralympic Games
we are currently working with
both the President Sauvadé and the 10
and both with the firefighters union
to try to converge at the dawn of
these Olympic and Paralympic Games and
thirdly on the financing of the 10
and for these three subjects I want to
say we have just launched last April 26
with Gérald harmanin a beautiful
calf of civil security
we are so aware that we have
a lot of issues working with
the unions and with the departments
of France I
thank you I thank you Madam
Minister you have 5 seconds left
go ahead you have 30 seconds left and
no concrete response has been provided
so what concrete response for our
firefighters please Madam
Minister I thank you Mr
Deputy the floor is now given to Madam
for the group ecologist thank you Madam
President my question is addressed to the
Minister of Economy and Finance
Mr Minister ellisa and William
lost their mother in storm Alex
in 2020 an extratopical storm
attributed to climate change her
body was only found 13 days
later climate change is
broken lives, others lost but
climate change is not
inevitable it is companies
shareholders who have consequences
on human lives make the
cycal choice to increase production of oil and
gas total energy AINS devotes more
than 70% of its investments to
oil and gas projects and has developed 30
new projects since 2011 2021 sorry
this is why Elisa and William
continue today with its other
victims total energy and its
shareholders for involuntary manslaughter
endangering others and abstaining
from fighting a total disaster and
liability but we are also
responsible if we do not let them
do it we can among other things reduce
the profitability of these
oil investments by taxing the profits even
if only to finance the
protection of the French against
climate change, Italy and
Spain did so. This contribution
brought in 2 billion in Spain and 2.8
billion in Italy, so Mr.
Minister, can you tell the
national representation how much has been
reported the temporary
solidarity contribution that you put in place
for the 2022 results of
oil and gas companies and why you
refused to extend this
temporary solidarity contribution in
2023, I thank you, the floor is given to
Mr. Tonas Casaznav, Minister in
charge of the
budget, thank you Madam the President
Ladies and Gentlemen the MPs
Madam the MP Evva SAS first
of all you mention a
legal proceeding in progress before the courts
it is not up to me it is not up to
the government to comment on
the legal proceedings but that makes me
still allows us to recall a
fundamental evolution in our law
and France was a pioneer in the
matter it is the law on the duty of
vigilance of large companies of
2017 which imposes because it is a
question, Madam Deputy, of the requirement of
vigilance of companies with regard to
their social impact and their
environmental impact and this law
allows it, under the control of the judge, to
verify that companies are
meeting the responsibilities that
are theirs and elsewhere and I I hope
that you will support and support
this approach. We have defended
the extension of this framework to the
community level with a draft
duty of vigilance directive which will also go
well beyond
the national framework and I believe that in this
matter there are
additional protections for those who
suffer the effects of
global warming but also the effects of
human rights violations in
other countries, particularly by
subcontractors and that is 2 years of
negotiation when it comes to
taxation, I say it again here, it is better to
fight as we did on
legal and
regulatory obligations than to think that for
every problem there would be a
tax solution the taxation that you mention
will not take away anything from the pain of
those you cited in
the introduction to your question and I
believe that this is what we need to
succeed together and there is no
taboo on the part of the government as we
have said we work with the
general rapporteur on energy taxation
for example but we look at subject
after subject but forgive me Madam
Deputy for each problem there cannot
systematically be a solution
tax I thank you Madam
Deputy Mr Kn you did not
answer my question at all and I will
give you the figure Mr CASNAV
the tax on fossil energy companies
brought in 61 million euros in 2023
it is in the law settlement 61
million you admit that it is not
much and I remind you that the AGET
of shareholders of Total Energy takes
place in a few days and that they have
already announced 19.9 billion in
net profit in 2023 you say that you
cannot do but you do not want
to do Spain and Italy have done it
they do not have fossil energy production
on their soil so when
will you finally put in place a tax on
energy companies at the height of the
challenges I
thank you the floor is Mr. Emu
Mandon for the
democratic group thank you Madam
President my question is addressed to
Mr. Minister Delegate in charge of
public accounts and concerns
fraud and its consequences on our
economy the credibility of the call for
rigor which underpins the
government's economic policy and the
government's general policy,
in the national interest, will be all the
more understood as the public authorities
will be intractable
against all forms of fraud,
whether fiscal or social the
anti-fraud plan put in place a little
over a year ago has already produced
significant results, reflected
in particular by the increase in recoveries
after tax audits, but the inventiveness
of fraudsters from criminal networks
and individuals alike is recognized
without limit
it constantly poses new challenges to
the effectiveness of
anti-fraud systems in the face of the
development of encryption technology,
particularly such as the famous cryptoassets,
but we also see that
public aid such as the
Renov bonus and maprive Renov can be
targeted. and this is how we see that
teleconsultations are particularly
exposed to fraudulent practices.
Mr. Minister, faced with this
alarming observation, can you
give us an initial assessment of the 2023
anti-fraud plan,
can you tell us the
measures you intend to take to amplify
and strengthen the fight against
fraud, thank you,
thank you, the floor is given
to Mr. Thomas, Minister in charge of
public accounts, thank you Madam
President, Ladies and Gentlemen,
Deputy Mandon, you
are right in the fight
against fraud we have taken stock
the balance sheet is the increase in
recoveries in the fight against
tax fraud in particular 15
billion 15 billion euros in
constant increase since 2021 in terms of
work hidden by the URSAF 1.2
billion euros in recovery it's
a record amount and it's good
results it's the result in particular of the
assessment and the plan which was carried out by my
predecessor Gabriel Atal in terms of the
fight against all frauds and
I think I think we can welcome it
and moreover around twenty
legislative provisions included in the
finance law and the
social security financing law however we
must continue the offensive you are
right sir the deputy there is a
subject in particular to which I
draw your attention and I know that
a certain number of you have
made proposals to me to move forward on
the subject it is public aid fraud
we pay 100 billion
in public aid that this concerns
learning aid my bonus returns
the CPF and I am regularly
informed by the Bercy services of
suspicions of fraud and abuse in matters
of public FDI and I believe that we must
strengthen our arsenal in this area
to be able to example
immediately suspend the payment of aid in the
event of suspicion today it is not
possible to allow administrations
to share with each other
useful information to tighten the meshes of the
net today it is not possible
strengthens it is the powers
of investigation and control of the
administrations which pay aid I am
thinking for example of the ANA in particular
for aid for
energy renovation so on this subject I
am ready to undertake work and I
have already done so some of you
to go further and complete our
arsenal in the fight against
all fraud,
thank you, Mr.
Minister, the floor is given to Mr.
Jean-Louis Bricou for the
lot group, thank you Madam President, my
question is addressed to the members of the
government most sensitive to
solidarity whether it is social
territorial budgetary my question
concerns the worrying budgetary situation
of certain departments
like Arege for example but like
the INE in particular my
department is missing 23 million
euros to complete the budget of the
INE department to ensure at
least its skills in terms of
social and territorial cohesion to
continue to support families,
communities, associations to
continue to invest in these colleges
or roads for example, so how can we be
arrived there as you know about
fifteen years ago the State
transferred the human solidarity allowances
the disability not the RSA to the
department without compensating
the evolution of these benefits result
in 2022 it is 92 million euros not
compensated by the State to the
INE department on the revenue side the inequalities are
also glaring you also know
when a property is sold the department
collects a revenue which we call the
transfer rights for valuable consideration the
DMTO they are of the order of €150 per
inhabitant in the groin when the average in
France is
250 because obviously the
real estate dynamic is much less in the INE
than in the high stages or in
Haute Savoie this situation Madam
Minister is completely
unacceptable, Madam Minister, it
seems to me that the time has come for solidarity and
equalization, a government
which respects itself and which respects us
must be guarantor of fairness between
men and territories, so Madam
Minister, what are the your intentions
what provision will you take
in the next financial year to give
all departments the means
to exercise their skills what
guarantee can you give to the INE and
its inhabitants I thank you I
thank you Mr.
Deputy The floor is given to Madame Dominique,
Minister in charge of communities and
rurality, thank you Madam
President, Ladies and Gentlemen,
Deputy Bricou, you
are right, the departments are
the subject of an
extremely brutal scissors effect with the drop
in DMTO that you know well and
the increase in charges that
the departments are faced with we
talk about it at the discretion of our QAG very
regularly and I work
personally with all the
departments in the department of
the INE in the department of Riège
so faced with this situation degraded
the time is for research yes yes
the time is for research and it is my
daily life with the department of France
to find collective solutions
but I cannot tell you then that
yes the time has come for solidarity you
to hear that we are not doing anything
we are doing a lot even if the
diagnosis must mean that we must
work for 2025 even so
finance law 2024 an
exceptional contribution of 150 million euros
to help the departments in the
financing of laoc a ation personalized
autonomy plan with the objective of a rate
of coverage by the state of all
autonomy expenses of the departments
of at least 40% 2,106 million euros
for the safeguard fund distributed
between the departments whose
financial situation is the most difficult then
a substantial increase from 68 million
euros to 100 million euros but as you
know, Mr. Deputy, the sums
allocated by the State to support the
care of unaccompanied minors
so yes, several works
have been launched now and already to
simplify the lives of local activity groups
and also allow them to
make savings then
exceptional financial assistance that I
mentioned safeguard fund
equalization fund zoning of the 14 departments
in FRR the most fragile
departmental pact yes sir the deputy of this
government Christophe Béchu and
I are at work to prepare
the 2025 finance law on with the
departments I thank you Madam
Minister Mr. Briou thank you for your
response Madam Minister but I believe
that today is the right time
simply listening to the
social and economic singularities of our
departments the time has come for solidarity
and it is high time I believe to activate
the equalization mechanisms I
thank you again thank you very much my dear
colleague the floor is now to
Madame Émilie Bonivard for the group
the
Republicans thank you Madam President
my question is addressed to the guards of the jump
Mr. Minister today
seenstage nation in honor of Fabrice
Moello and Arnaud Garcia the two
prison officers cowardly murdered by
a command on May 14 I would like to reiterate
the tribute of the entire
national representation to these two men and our
sincere thoughts of their
families it is VO of the penitentiary
men and women in the field that I want to
bring today we could not more madam
the deputy tell them up there that it's going to
end badly this is one of the messages that the
prison guards of the graves
convey to me today
absence of firmness of the cannabis cell phones of the
ceramic knives which
are introduced into prison during the
visiting rooms or by drones of trafficking which
undermines the effectiveness of the
prison response and endangers the
staff Marc we ask them not to
do their job too well to
buy social peace in the prison
madam we are now
in the hotel business our profession no longer has any
meaning, they are the ones we must listen to, yes
we must make a 180° turn in
terms of penal and
penitentiary firmness, there is an urgent need for
the explosion of violence outside
as inside we can no longer
respond with xism and angelism ba
firmness must once again become the rule let
's not let the sacrifice of these two
men for France go unpunished and
let's change things let's
massively reduce extractions best
way to reduce the risks 130000
judicial extractions in the year
130,000 in matters of judicial hearing
the rule must become visionreference
extraction the exception and if our
must does not allow it and well let's
modify it we are here for that let's put back
in place the systematic searches at
parlor how
Mohamed Amra's phone was entered through which he organized
his escape and the death of these two
people the protection of the lives of the
agents requires that we put back in place
controls and do not oppose us the
law international law our
fellow citizens no longer support these
responses which justify our
helplessness in the face of
the unspeakable, I thank you my dear
colleague, the floor is given to Madame Saintra
ouch Minister in charge of children,
youth and families, thank you
very much, thank you very much, Madam
President, ladies and gentlemen.
Members of Parliament, Madam Deputy Bonivard, I
ask you first of all to excuse the
guard of the saau because he is
currently there for the
national tribute to prison officers and
with the Prime Minister, but Madam
Deputy our support for the
prison administration it is total it is old
and I also want on behalf of
the prison administration
to thank you for your support and the
work that you do for the
penitentiary the saau guard is
totally committed to their side first of all
with measures which were
also voted by you Madam Deputy and
this majority more than 6000
job creations since 2017 transition from
category B of supervisors to January
2024 transition to category A of
officers massive investment to
secure our prisons but we must go
further Madam Deputy we must
go further and we will
pursue actions without respite the
arm of justice will not tremble and
we will go as far as necessary the
guard of the saau brought together the inter-union
a few hours later they
demonstrated a great and an enormous
responsibility Madam Deputy the
extensive exchanges allowed an agreement
signed yesterday with very
concrete measures for example allocations of
machine guns because yes it is
necessary developments in terms of
equipment to reinforce the
vehicles in term of security but
also the development and use of
videoconferencing because yes we
are counting on the national representation
to help us implement these
measures Madam Deputy there is
also the overhaul of the
escort levels and the composition of the
teams or even the expertise to have
the possibility of expanding the
post-parlor searches which today
we know is a flaw a large part
of these measures will be immediately
applicable and beyond that particularly
for the security equipment
give clear instructions to the
director of the
prison administration we will stop at
nothing to better protect the
prison officers thank you
thank you Madam Minister the floor
is given to Madam Anne Leenanf for the
Horizon group thank you Madam President my
question s addressed to the Minister
responsible for local authorities
and rural areas 21,000 is the number
of apprentices that communities
wish to recruit this year, a
record which we are
very pleased with and which is the result of the
government's ambitious policy in
recent years years to amplify the
dynamics of the recruitment of apprentices
throughout the civil service,
however on April 26 we
learned that the National Center of the
Civil Service could
only finance 9,000 contracts and only in
professions in shortage in fact it It is the
CNFPT which now finances 100% of the
training costs of apprentices, the State
and France Compéten
gradually but significantly reducing their
financial assistance in this context
more restrictive selection criteria for applications had to be introduced
in the communities leading to
frustrations of the disappointments on
the community side as well as on the student side,
such orientations call into
question the agreement on the reform of the
financing of apprenticeship in the
territorial public service that the
government and
territorial employers had negotiated in 2021, it
is therefore urgent to put in place a
new long-term funding mechanism that
encourages the recruitment of apprentices and
is financially sustainable for the CNFPT
and local employers whose
allocations are too often revised
downwards, Madam Minister, at a
time when our communities
too often find themselves
caught between the application of
public policies and the means at
their disposal what
actions do you envisage so that
communities can recruit
more apprentices, thank you,
thank you, Madam Deputy, the
floor is given to Madame Dominique, strong
minister in charge of communities
territorial and rurality thank you
Madam President Ladies and
Gentlemen Members of Parliament Madam Deputy
Leinanf then we are all
convinced here in this assembly we
also in the government of the absolute
necessity of this apprenticeship in the
world of local authorities
allowing our young people to access the
territorial civil service but
everyone must do their part to make
this formidable system come to life and
public employers are also
fully committed since in 2023 we
will have more than 30,000 apprentices in
the civil service so two points on the
first c is that the State invests
in local authorities for
apprenticeships in the
local civil service and
last year we concluded with the CNFPT, as
you said, a three-year agreement
to train 9,000 apprentices by 2025
but we participates financially, it is
my colleague Stanislas Guerini who has
committed to a contribution from his
ministry of 15 million
euros per year over the period
2023-2025 as in 2022 and who
thereby participates in the financing of the
training of its apprentices we have
said it to local employers and I
will say it again before you we will keep this
commitment then second point we
are also committed to ensuring that
apprentices can integrate
the public service more easily at the end
of their apprenticeship here again we TI
will keep our commitment my colleague
Stanislas Guerini has also expressed
his wish that a path
of access to the public service dedicated
to apprentices be created. This
fully echoes a recommendation from
territorial employers who provide
apprenticeships. a real
pre-recruitment route this year they have
issued nearly 23,000 applications for
recruitment of apprentices so you
see it, Madam Deputy, this
government is taking concrete action with
territorial employers with the CNFPT and
I want to welcome the election to the
presidency of the
CNFPT Johann nedélec whom I am meeting
within 15 days and I will address this subject
I am committed to it I
thank you thank you very much Madam
Minister the floor is Mr. Emerck
Salmon for the
national gathering Madam President my dear
colleagues my question s 'addressed to
Mr. Minister of Industry,
Mr. Minister, unfortunately
absent, you proclaim loudly and clearly
your project for the reindustrialization of
France, I therefore invite you to
demonstrate it to us today to
convince us that the Choose France summit
does not is not just another blow of like
but a sincere desire to
strengthen our industrial tools I
would like to draw your attention to a
major concern for our
companies concerning the ban
on packaging made of
non-recyclable tyrenic polymers provided for by the
climate and resilience law which is due to come into
force on January 1, 2025, this
measure goes well beyond the requirements of
the European directive on
single-use plastics, we
therefore see once again that France
is overtransposing EU regulations
by restricting the
French business leaders the future
European regulation on packaging
which should come into force in
November 2024 prohibits Member States
from preventing the placing on the market
of packaging that complies with the requirements of this
regulation the conformity of
stylish packaging to the obligation of
recyclability will be evaluated in 2030 by
making the French ban
incompatible with this European framework
moreover from an ecological point of view
such a ban makes no sense
because alternative materials are
generally heavier and more
difficult to recycle and have therefore a
larger carbon footprint
the ban on this packaging
will lead to the closure and
relocation of dozens of
industrial sites and the elimination of
thousands of jobs for example
the company knau has closed several
factories in the region and we could
close others if this question is
not resolved quickly my question
is therefore the following can you
confirm to us that the European regulation
will make the ban on this
packaging provided for by law inoperative and are you
able to reassure the industrialists
on this issue of concern for them
I
thank you the floor is Madam to
Sir excuse me Thomas
kenav minister in charge of public accounting
thank you Madam President Ladies and
Gentlemen the the the the deputies
sir the gentleman the deputy in the back
you ask the next question is
there an incompatibility between the
ecological transition and and the
reindustrialization of our country and
I believe that the figures which are ours
our results for years
prove the opposite you started
your question if it 'is the meaning of the
question' tells me I doubt the results
of CHUS France how can you
doubt the results of CHUS France which
revealed more than 18
managers gathered in Versaill around
fifty projects which concern
our entire territory 10,000 jobs 10,000
employment at stake and Mr. Deputy
among all these projects among all these
projects many projects are in the
field of energy transition and
climate transition because we
must not oppose the ambition of
reindustrialization and the fact that we
be very attached to
environmental requirements to protect the health
of French and
European consumers and if you were right from
the start we would not have
reindustrialized the country this year
it's 600 additional industrial companies
it's more than 2 million
jobs that we have created it is 7.5% of
unemployment it is proof that we can
be very demanding on the
environmental level and this is our case at the
European level it is our case at the
national level while succeeding while
succeeding and I understand and I
understand that you don't like it ultimately
you regret form of success of the country
this industrial reconquest which
is found in all the figures which is
found in all our figures and which
clearly proves that we cannot can't, as you
try to do, oppose
ecological transition and
industrial success, thank you very much, Mr.
Minister, the question session with the
Government is over, excuse me,
go ahead, Mr. Minister, you have
not responded to a concrete case today
there are companies present and who
will leave there before starting to
reinstate
let's start saving our industries thank
you I thank you the session of questions
to the Government is over the session
is suspended
