Český europoslanec Luděk Niedermayer (Top 09/Európska ľudová strana) o návrhu nového 7-ročného rozpočtu EÚ po panelovej diskusii v bratislavskom Dome EÚ 5. decembra 2025
Mr Niedermayer how do you evaluate the compromises made in creating the new EU financial framework
Which areas do you think are most underfunded in the budget and which are overfunded
We only just got started on the budget
This structure which recently changed caused strong emotions but it seems to me that the committee has managed the first specific anti-plague measure
The key question is whether European politicians who apparently don't even want the budget to be fully modernized
This modernization means less certainty regarding the standard recipient more complex considerations from the perspective of member states about the clean position
but it should also lead to the fact that those European budget funds as well as from an economic perspective
That is a lot significantly lower than the role of the national budget
So that it is funded so that the most help can be given in Europe and there I think we are
Now the result will be fine-tuned definitely both the political negotiations in the parliament and the interesting ideas will be very complex
I am focusing on the Czech Republic and Slovakia Which European programs could be relevant for the Czech Republic and Slovakia in the near future
What are the key factors for the modernization of the Czech and Slovak economies
I think the hardest part will actually be deciding how to use the greater flexibility at the level of the Czech country and where to invest the money
Because from the budget there will be a reduction in the traditional areas such as the CAP and agricultural policy
The incoming priorities which are competition solidarity and shorter-term defense
In fact next time this conflict was resolved largely within the framework of the budget creation which is budgeted in parts
Between these various proposals Now this conflict will take place at the level of decision-making of the member states in dialogue with the commission
And I think the biggest question for those countries will be what proportion of those short-term investments they should have
Politically attractive and those that can increase the prosperity security or stability of countries
But short-term supply may be long-term
I would like to stay with Czech Republic and Slovakia for a moment What are the biggest mistakes they make and what do you think about the Czech Republic and Slovakia
Which other countries and regions are using European funds
I don't fully trust this evaluation It is often said that the system is not very resistant to the misuse of those funds
But crime but that's a matter for the courts to decide not politicians
But in any case I think that from that amount of money we don't want them to end up getting much more
That's how it is in areas that might be more visible like infrastructure
Poland sets a high benchmark truly transforming its infrastructure
It has modernized for example in the area of school democracies in the Czech Republic it is better
More than in Slovakia in the field of healthcare
I think we've all gotten a lot out of this whether it's ours or anyone else's
Those who say to me "It's a matter of quality of life "
Those cities and towns just look much much better they have much better services there
But unfortunately that is exactly what does not translate precisely into technical methods
Do you see a risk of deviation from European values and rules in the Central European region
You are presenting it as if it were some objective
process but that is what some politicians support
us this deviation from European values which also painfully
But it's a very heavy thing on my head
It depends on whether other politicians stand against it
f they are trying to convince citizens of tha
at Europe is a wonderful and extremely important thing
Which must be convinced by the test of personal conviction into political components
The reform is very broad as I would say what tasks we have
When together with the scientific community of that empty Europe must create its own defense
When it comes to reforms people usually talk about things
What is an improvement in the labor market that they are really looking for in Europe
These are the fiscal reforms that will get the public finances under control
To a sustainable path of doing the right thing which is extremely important
But I feel that what is extremely decisive for Europe's future is
If we start effective reforms
When it comes to Europe's future it is crucial to take a clear stance
If we start effective reforms
Would the European Union move forward on the issue of joint financing according to you
For example common European taxes or a larger share of own resources
I think we should move it so that we can build it
More about European taxes major own resources
That actually politically frames the idea of testifying
how politically it might have made sense
We should somehow present the natural and manageable nature
Which you refer to when there are some plausible fundamental areas
Things we must quickly do together or implement
or strengthen it so we will endure it together and finance it together
So it offers a means of exhausting the defense in this area
I think that if the European part of defense were created together
a joint venture we would get a lot of it
Something much better than the defense of freedom there is nothing there
It will certainly appeal to all Europeans
Last question Should the European Union significantly increase investments in research and innovation
What would that mean in terms of a radical shift in budget priorities
The answer is not simply yes but it is not that straightforward
Because you probably know from Slovakia but not only from the Czech and other teams
at not all money that is actually invested in science and research and innovatio
Brings more and bigger And we live in a world where more and old everything
The funding of average research actually brings about very little effect
Note that it appears our problem is not that serious
That they would invest a small volume of public needs into R&D and innovation
but it's because firm investments are lower and
especially are structurally focused in certain areas
which do not indicate an economic recovery
because that question is much more complicated than it seems
at above all the quality of the workforce that human capital
connected with innovations and scientific research
They decide which countries are heading into a lot of complications
Thank you very much for the interview
