the agenda calls for questions to the
Government the first will be asked
by Madame Louise Morel for the
democratic group thank you Madam President my
question is addressed to the
Minister of the Armed Forces and
Veterans Minister this
is not without a certain emotion that
I speak today as the
subject that I wish to evoke from the
heart of each family of Alsace and
Moselle I wish to challenge you on
the consideration which has been given by
our country to the sad fate of those incorporated
by force of the departments of Barin du
Aurin and Moselle for
decades the arrests are coming back
the answers given have not allowed
appeasement for those who are
still unaware of it those incorporated by
force are 130,000 men who have been
forced during the Second
World War to put on the German uniform
and fight against their homeland of
these 130,000 men 30,000 died 30,000
returned war wounded or
disabled 10,000 were reported missing
and after the war the fate that
befell them reserved by our Republic is
not worthy we wanted to forget forget
that they were victims of
national history forget that they
had no choice forget their
heroism many of whom
received the Resistance medal
interior forget the drama that this
caused in each family and I think
with emotion of the widows and orphans
by asking this question
in a few days we will commemorate
November 11 but we will
also commemorate the 80th anniversary of the
liberation of Alsace in this regard I have
three questions first question
will we finally have the courage to
recognize that the incorporation of force
is a crime the annexation of Alsace and
Moselle was carried out under
international law in fact and not in law
? incorporation of force is a crime 2nd
question does the government
finally agree to teach this history
permanently in the
school annuals of our country the history of
Alsace and Moselle is not
the local history is the great
History of France and the third question is
what concrete actions will you
take to finally compensate the
orphans of this situation the
courageous witnesses of this history are
fewer and fewer in number 80 years after the
end of the war they deserves
clear answers, thank you, thank you very much,
my dear colleague, the floor is given to
Mr. Jean-Louis Tiierot, Minister in
charge, Minister Delegate to the
Minister of
Veterans, thank you, Madam
President, Madam Deputy Morel, thank you
for raising this subject which is
indeed a painful wound in
our national history we know to
what extent it was hell for the
Alsatians and the Mosellons forcibly incorporated
into the Vermart to have been obliged
without having the choice to bear the
arms of Germany against their country and
against their homeland obviously that it is
an absolute tragedy I can
tell you that our country France from
the inside as they say in Alsace is
aware of this and I believe
that in symbolic terms efforts are
being made there has a wall of the names of the
missing and the dead
incorporated by force which will be built
in chirmec the state is supporting this project and
obviously symbolic reparations are needed,
memorial reparations are needed and I can only be
in favor but that is part of
the history of the Second World War
whether it is taught in the
history textbook After you mention the subject
of compensation I will
answer you very clearly three things
one we want to relieve obviously but
Germany has compensated in 1981 there
was a treaty so it is a
German fault it is not a
French fault it is not France which is
responsible for what happened to
despite us the second thing especially
on the compensation of orphans and I
will end with those who fell
in the French campaign 110,000 men
across the entire territory the
orphans have never been compensated
so I do not see how I could
here on this bench justify that we compensate
only those who have just
incorporated by force we cannot
repair an injustice of history with
another
injustice thank you very much Mr
Minister the floor is Mr
Stéphane vir for the group
lot thank you thank you very much Madam
President Mr Prime Minister
I today questions the government
on its employment policy and action
for work on the one hand we have
yesterday's announcements of job loss and
closure of sites and stores we
have an unemployment rate which is not decreasing
more and whose forecasts
suggest that unfortunately unemployment will increase
and on the other hand we have for
months every day throughout France
companies which are struggling to recruit
whatever the sector of activity whatever
the size of the company. 'company there is
a shortage of labor there are
job offers which are not filled to
the growing exasperation of managers
it is detrimental and you know it
for our companies it is detrimental
for our economy it is detrimental
for these men and women who are
permanently unemployed and who aspire to
find their place in society through
work this paradox never ceases to
challenge us to disturb us it is
a paradox which lasts during in his
general policy speech the
Prime Minister expressed his conviction
on the subject that of the capacity of the
social partners to engage in
decisive negotiations on the employment of
seior and on unemployment insurance my
question is the following:
today and what are the
government's expectations regarding these negotiations and
I will ask a second question
Current news is full
employment still one of the
government's absolute priorities in the context
of these actions and that is it about this
desire to make France work
for all? I know very well that it will be
difficult to go below a ceiling
of 7% unemployment rate but that
the objective of fighting against
mass unemployment and long-term unemployment
seems a priority to me my
equally simple question is do you
intend to modify the parameters of
unemployment insurance if yes which ones and
in what modality and my second
question is is
unemployment insurance for you in your
government at the service of
employment policy and I will have one last
question on integration policies
for those who are permanently
removed from employment, what is
the government's ambition on
employment policies? insertion to restore the
place of society through work I
thank you my dear colleague the
floor to Madam Astrid Panossian Bouvet
Minister of Labor and Employment thank you
Madam President Ladies and
Gentlemen Deputies Mr Deputy
Stéphane vir you are questioning me on
employment policy you actually
state this triple paradox we have an
unemployment rate today of 7.3% which
remains low compared to what we have
known it remains higher than the
Union average European and we
also have nearly 500,000 jobs
today unfilled and it is this
paradox that we must today
address this rate of unemployment it is high
because we have an activity rate which is
particularly low on young people and
seniors and I know that this
question is dear to you, with
the Prime Minister we have
relaunched the question of
unemployment insurance and the employment of seniors through
social dialogue and I do not want to
to really pre-empt the negotiations
which are currently taking place and which must
find a finality in mid-November
but we will be able to talk about it again but that
concerns both the senior terminals
with regard to unemployment insurance and
that concerns
mid-career interviews training
recruitment for seniors
progressive retirements so it's
something very comprehensive on
the question of unfilled job offers
today I think we have a
professional training system
today which is extremely rich
but extremely complex which would benefit
from being
more effective in terms of
readability and I think that
public funding for
professional training of all types of
systems would benefit from being targeted
precisely towards the current
workforce needs of companies and towards
professions in tension finally with
regard to the integration of
distant audiences and well you know I know
that you are attentive to the 40
experiments which took place on the
BRSA there are still
very encouraging results more than 40% of
beneficiaries who went through this
system found employment in the
6 months following entry into the
system, this is precisely what we
want to be able to generalize but I would be
happy to be able to discuss
senior negotiations and
unemployment insurance in more detail when I hope
they will be finalized in mid-November thank you
Mr. Deputy thank you very much Madam
Minister the floor is Mr.
Vincent Théb for the
Horizon group thank you Madam President
Madam Minister of Sports,
Youth and Social Life this
question is to encourage you to
end my life by giving
tips on how to buy
medicines or what to use to
harm yourself, things like that. This
testimony, my dear colleagues, is that
of a young 17-year-old girl who
attempted to end her life
due to school bullying,
largely accentuated by TikTok content that
promotes suicide,
self-harm or even
eating disorders
girl is not the only one recently two
15-year-old teenagers ended
their lives after expressing their
sadness on TikTok, these contents
called on others and were trapped in
algorithmic confinement, these young people
fell into an infernal spiral,
these actions pushed the
families of these two teenage girls as well
as 53 families this Monday, November 4
attacked and signed the TikTok network
in court their objective is to have
the responsibility of the social network recognized
in the deterioration of the
mental and physical health of these children
we know and we know
through several studies the weight that
algorithmic confinement has on
young people and the serious
dramatic consequences which can have not only
among young people,
moreover in recent years
several laws including the law carried by
President Marc Marcangei have
allowed us to move forward on the dangers of
digital technology to protect our youth,
Madam Minister, at a time when
mental health is the major national cause at a
time when many young and
old alike are victims of this
harmful content, could you please tell us indicate
what actions to take what do
you intend to do to force these
platforms to finally review their
moderation and recommendation system it is
a question of health thank you
very much thank you my dear colleague the
floor is given to Mr. Gilles averousse
Minister of Sports of youth and
community life Madam President,
Ladies and Gentlemen,
Deputy Thébo, as you
point out, social networks can
present real dangers for our
youth, particularly for the
youngest who connect massively to them
from the age of 8 and half on average according to a
study by laacnil which dates from 2021 and
we can fear that it is even
younger today the
national representation has taken measures to
face these dangers I am thinking in particular of
the establishment of a digital majority
at 15 years old and available to better
prevent and prosecute online crimes
such as
cyberstalking I also want to remind you of the
single number for young victims
of harassment and digital violence
3018 it is important that these measures that
you voted for yourself implemented with
force and that sanctions apply
when they are not respectful
including for the
most powerful social networks on this social subject
everyone must act and we must have
an overview first to to be
effective in the face of platforms,
this subject must be brought to the
European level, I appeal to the Council of
Ministers of Sports and Youth,
to which I will go on November 25 and 26,
secondly, this subject
questions the daily life of our youth,
I say our youth because they are
diverse every minute spending in a
sports team in an association
between young people or between generations is
a minute of winning to make a nation
together we must therefore encourage
collective practices finally this subject
questions our ability to understand
the aspirations of young people to dialogue
with them and to give them
perspectives for this purpose I appointed a
new president of the
Youth Policy Orientation Council
Hugo Hu and I asked him to make
this dialogue a priority, including in
rural areas and overseas I
want to assure you, Mr.
Deputy, that this subject will be the subject
of strong attention both within the
framework of the Great National Cause 2025
dedicated to mental health and within the
framework of the Action Plan for the youth
that I will develop in the coming
months by obviously involving the
national representation I
thank you thank you very much Mr.
Minister the floor is now given to
Mr. Stéphane pe for the
GDR group thank you Madam President in
the absence of the Minister national I
am going to address my question to you
Mr Prime Minister Mr
Prime Minister if one day and I
hope so and I invite you to
come to my town of Saint you
will be able to observe on the pediment of one of
these schools this sentence engraved in the
stone of education born the greatness
of nations Mr. Prime Minister
our country
wonders what happened for
France to become the poor student
of the OECD with the largest class sizes
high and the
lowest paid teachers how to understand
this terrible observation that you
propose in the budget to eliminate
4000 teaching positions including more than
3000 in primary education where we are
the greatest behind in relation to - vis-à-vis
other countries and which is yet the
most determining level for the future
of our students the demographic decline put
forward by the government should
on the contrary be
an opportunity to get us back up to
speed and get out of
school to get us back up to speed and thus
get the school out of the deep crisis
it is sinking into in order to
combat social classification and
give our children, wherever they
come from and wherever they live, equal
opportunities to emancipate themselves and become
full citizens
this republican ambition for
the school is not a neck it is an
investment for the av
so Mr Prime Minister my
question will be simple last week
during the budgetary debates the deputies
voted to restore the 4000
teaching positions that you plan
to eliminate do you commit here
before the national representation to
respect this vote and to renounce these
reductions until the end of the
legislative process of the
finance bill thank you very much my dear
colleague the floor is on my
responsibility for academic success and
professional education thank you
Madam President Ladies Gentlemen
Members of Parliament Mr. Deputy I
thank you for your question and I
know your commitment we were in
the same commission a
few weeks ago we know our
mutual values around school and I
thank you because it allows us to
reaffirm things which for us are
important the Prime Minister said
that school would be a priority of our
action and I want to remind you of this we
are precisely proposing to you today the
budget which is the highest in
the history of the entire school 63 billion
euros I know very well that everything is not
perfect that everything can be improved but I
want to remind you because we are in
a moment where uh obviously the
constraints are important the
budgetary constraints the
school demographics which are falling as you have
recalled and we make a choice which is a
strong choice to support this school
in which we all believe this
budgetary choice it allows us and I We should
also insist on doing more
for the school, in particular by
reducing the average number per class. This
also allows us to do more for
the disabled at school. We talk a lot about
employment 2000 ago. 500
new jobs which will be created precisely
to bring disability to school,
particularly in teaching, with 500
jobs in particular, this also allows us
to do more for the Vocational High School
and you know my
attachment to this subject from there
is a budgetary debate this
budgetary debate allows everyone to express
what we want for our
school we will have the opportunity to
debate it in the days to come the
parliamentarians will thus be able to propose
changes they will be able to precisely
say what they want through their
vote and I am not going to preempt the
parliamentary debate but I can't wait until we
can all talk about it together,
thank you, thank you, Mr.
Minister, the floor is given to Madame Sophie
vaginet for the
UDR group my question is addressed to Madam
Minister of Agriculture Madam
Minister your arrival brings
hope for French farmers
that finally decisive actions are coming
in the
agony of our agriculture but the
short term loans that you propose
are like a new sparadra on a
gaping PL while on the ground it is
a world which is collapsing on the
overtransposition of
very French CE Zè regulatory standards ends up
making the exercise of agriculture quite
simply unlivable while our
farmers are struggling to survive they
find themselves asphyxiated by
regulations that go well beyond
Cell imposed at European level as a result
French producers are fighting with their
hands tied faced with
unfair competition to this is added the pressure of
collapsing prices in particular with the
massive competition from Ukrainian wheat our
farmers are now forced
to compete with imported products
which do not respect
social and environmental health standards this
is not competition Madam
Minister it is a massacre and as if
it were not was not enough the specter of
mercossur plin still with a
30 year old treaty which threatens to
definitively sacrifice our
food sovereignty on the Hotel of the large
globalized markets meanwhile the
predation of the wolf and the bear extends
everywhere in the campaigns threatening our
breeders already strangled by
paltry income and which hunts them
even more the French Office of
Biodiversity which has become for them an
administrative nightmare today
the OFB must disappear
French agriculture does not need
constant policing but with renewed confidence
it is high time for France to
make itself heard we must say no to
mercossur protect our farms and
defend our food sovereignty
thank you thank you Madam Deputy I am
sorry we must try to respect the
time which you are allotted Madame
Jeanevard Minister of
Agriculture thank you Madam President
Ladies and Gentlemen of Parliament Madam
Deputy Sophie Vaginé there are many
subjects in the question you
asked I will try to keep
the commitment to answer it on better
possible in 2 firstly the crisis that
the agricultural world is experiencing is multiple
you mentioned it I will not return to it
health crisis crisis of yield you
pointed out some subjects to
which I want to return firstly the
question of standards I readily grant it to you
it is something
major which emerges in the speech
of our farmers too many standards
which they no longer understand which hinder
their work and which cast
permanent suspicion on their
professional activity that does not is no longer possible to
continue like this and a first response
under the aegis of the Prime
Minister we have taken a
simplification measure which was eagerly awaited
by the agricultural world which consists of a
single administrative control no more than
one administrative control per
farm and per year it is expected and
I believe that it will meet their expectations
you mention a certain number
of organizations the OFB I am aware that
there is a misunderstanding between
the Biodiversity Office and the
agricultural world I hear answer it very
precisely in the
coming weeks because I agree there is
a huge problem of incomprehension
between everyone you mention
unfair competition this is another
major subject we live in a
globalized world and agriculture is
no exception on Mercosur, Madam Deputy,
we have had the opportunity on multiple
occasions to say very clearly that
Mercosur for us is not why
first of all because the production that
will bring us would bring us
Mercosur, if it were signed, would come into
direct competition with our own
production because these countries
produce in conditions that
are rightly forbidden to us with
products that are harmful to health,
so it is imperative to assert
these arguments with European countries.
who will be able to agree with France's position
and I hope that Parliament the
French Parliament will be able to pronounce
clearly on this question of
Mercosur finally on predation Madam
Minister I am sorry
thank you very much for your
response the floor is up to the
nation
thank you thank you Madam President, my
question is for the
Minister of the Economy, Finance and
Industry, the Post Office, the pillar of our
public service, receives nearly
600 million euros each year to ensure
essential missions,
regional planning, distribution of the press and
universal postal services despite this
substantial envelope the post office is collapsing before our
eyes and the figures are overwhelming
more than 1000 post offices have been
closed since Emmanuel Macron came to power
leaving many
rural areas and urban perish
as in my constituency of
Vaucluse without access to this vital service
despite the mobilization of agents and
postal workers to improve service to the
public their presence is declining for lack of
strategic vision of the State in the face of
competition from multinationals like
the gfemes the French see clearly that
the post office to which they are
so attached like many
local public services is in decline and
what are you doing you wanted this
year to withdraw 50 million
euros from State support for the post office
before the Prime Minister does not
backpedal under the pressure of the small
communities and instead of taking responsibility for your failures
you prefer to defame the
national gathering through the voice of your current
Minister Delegate Marina Ferrari who in
the middle of the presidential campaign announced
that the RN wanted, I quote, to liquidate the
post office
you tried to exploit this
public service for political purposes
while letting it sink under your
ineffective policies while our party
offers concrete solutions to
save the Post Office you want to
dismantle it little by little by making
the French and the French pay the bill
rural territories with this government
local public services
will disappear a little more from our
countryside so Mr. Minister
can you tell us the measures
you intend to take so that the post
C public service missions at the service
of all I thank you I thank you
thank you, the floor is given to Mr.
Antoine Armand, Minister of the Economy,
Finance and
Industry, thank you, Madam President,
Ladies and Gentlemen, Madam
Deputy, rbert, by extending the beginning of
your question, I thought you
were going to ask me about the future of the
post office on the way in which we can
transform the post office so that these
public services remain present
everywhere in the street raluté in the MONT in
the SUV where you are elected as in Haute
Savoie where I am elected don the way in
which the relays France service which have
been put in place by the present
majority and which are supported by the
Prime Minister will be able to
deploy you wish to question me on
a subject on which I have already had
the opportunity to respond in this
assembly the budget for 2025 and I
say this in conjunction with my colleague Laurent
Saint-Martin, Minister of the Budget and
Public Accounts, do not change a
comma, not a comma, Madam
Deputy, to the compensation provided by
the State for postal distribution missions and
development of the territory because
you are right to emphasize it, these are
for many of our compatriots the
first public service, I
remind you today, 97% of the
French population has access to this
service within less than 5 km, these are the
thousands of postal points that you have
recalled that this government is
deeply attached to it in connection with the
missions of France service which will be
supported which will be developed be
assured of this I
thank you I thank you Mr.
Minister
the floor is given to Madame Danielle
Burnebois for the PR group thank you
Madam President, my question is addressed to
the Minister of the Economy,
Finance and
Industrial Sovereignty, Mr. Minister, when
we had succeeded in establishing
a buoyant and dynamic economic climate
to reduce unemployment, which
fell to 5%. from the Jura I want to
alert you about the morale of the artisan
traders entrepreneurs DTPE PME ETI
and the state of the treasuries which are
deteriorating the difficulties mentioned are
numerous blow of the energy of the
decarbonization the carbon tax the
heaviness of the charges the competition
distortion of Asian countries, the
protectionism of the great powers
but also the baching of plastics
and chemicals with the planned end of the
mechanism of regulated access to
historic nuclear energy in 2025,
industrialists very quickly need
visibility and stability on the price
of electricity the processing industry
is very consuming
but also very important whether
in the Jura or everywhere in France
another signal which should alert us
construction is in free fall the
craftsmen their Construction Federation of the
FFB of the CAPEB the CPME like their
consular chamber are sounding the
alarm about the slowdown in
activity and the drop in orders or
as popular wisdom says when
the building is going well but when it is no
longer going well it it is worrying at the moment
of course what is at the heart of the
concerns are certain measures
of the finance bill for 2025
such as the increase in taxes and
the reduction of reductions in
charges on low salaries and
apprenticeship good news,
however, the bill for the
drastic simplification of standards and
administrative procedures, long
awaited and promised, is on the
agenda and tomorrow we will install the
special commission of which I am a member.
We have set a course for the
reindustrialization of our country and
create 2 million jobs the urgency is
to keep the compass to restore the
confidence of the actors of the
economic world what can you tell them
sir
to
reassure them thank you very much Madam
Deputy the floor is for Antoine Armand
Minister of
'Economy thank you Madam President
Ladies and Gentlemen MPs Madam
Deputy Burnebois I thank you
for your question we sat
together on the benches of the
Economic Affairs Committee and I know
your commitment also through the
National Industry Council to
supporting the industrial employment of VSEs,
SMEs and all
French companies we are facing an
extraordinarily delicate global economic situation and the
recent electoral results in the
United States call on us, as
the Prime Minister said in Europe, to
work more together to
support growth and
competitiveness at the European level and to
do so without naivety, as you have recalled,
this is why France inspired
the evolution of customs duties on
Asian vehicles to preserve the
companies which are today who
today face
extremely aggressive and extremely
hostile competition our country in recent
years with the majority to which we
belong today in another
form has supported
essential reforms for the country and for
companies which have created jobs
this supply policy must
continue because there is no other
policy than the supply policy
which creates jobs which creates
activity and which creates growth
in our
country on the question that you
mentioned and and to use the words
of the Prime Minister of reductions in
charges we are doing it firstly because
today increasing an
osmic person by 100 costs €450 that
clearly disincentives us to increase salaries
we need it for
purchasing power we also do it in a
financial context which is delicate and I
say it here we are aware of
the impact and that is why, as the
Prime Minister said, we are
ready to an evolution on the measure which
concerns reductions in social security contributions
we are working on it alongside you
I thank you thank you very much Mr
Minister the floor is given to Mr
Jean-Philippe Nilor for the
France group Madam
President Mr Minister of
Overseas Territories since for years,
decades, centuries, the proposals
of the deputies from overseas continue to
evaporate in this hemicycle and even when
adopted, our amendments are
regularly swept aside by the
violent 493. However, we have warned and
warned against the risk
of explosion and of social explosion
these alerts having been as usual
ignored with condescension the result
here Kanaki and Martinique are
shaken by powerful mobilizations
interspersed with degradation of looting and
ransacking in the end these are not the
big companies owned by the
makers of life chè which were impacted
but paradoxically the VSEs and SMEs
heavily affected by these disasters it
could suffer a double penalty
due to the posture of the insurers in
fact faced with
compensation amounts considered prohibitive these
der have decided to exclude the damages
resulting riots and
popular mobilizations of new contracts in the
wake of Martinican companies have
been flooded with notices of
termination of their insurance contract expiry,
i.e. December 31,
2024 and in a context of already
very expensive living, any new subscription
will now be more disadvantageous but
also more costly thus deprived of
protection the companies would see
their capacity of employment and
investment condemned definitively
even more serious insurers threaten
to desert overseas if the State does
not find a solution as
affirmed on October 7 last the
president of general Mr.
Minister the establishment of a
guarantee fund and moves falling under your
responsibility what concrete measures are
you considering in the face of this risk of seeing
our countries transform into
insurance deserts with
dramatic consequences on businesses
communities and people, thank you,
Mr. Deputy, the floor is given to
Mr. Antoine Armand, Minister of
the Economy, Finance and
Industry, thank you Madam President,
Ladies and Gentlemen,
Mr. Deputy, Nilor, you have
recalled the exceptional conditions
experienced by the all of the
overseas territories and the addition of
difficulties
in particular public order difficulties
social difficulties
difficulties also linked to
natural disasters by mentioning
many subjects which are found
all and all notably under the question
of insurance with the statements that
you recalled that I am the Minister of
the Economy and Finance
with great attention and I want to
say it here under the authority of the Prime
Minister in conjunction with my colleague
Minister of Overseas Territories with great
clarity insurance will remain
present in all of our
territories because France is
everywhere where it needs to be and it
will be there in this area I
asked I asked the insurers that
as soon as possible a
declaration in this sense the State with
the insurers can be done
initially so that the dialogue is
resumed and the
structural solutions are put in place the
second thing which is linked to what
you are obviously saying there is the question
of the maintenance of order
which is prior to everything and which
necessarily raises the question of
insurance in the second place which must
be the subject of a broader debate because
we cannot simply
immediately insure packs this n is not
something that exists in the
public accident model and we must work on it.
The second point is that
of natural disasters and I
will return to the 3rd point then on
natural disasters under
the authority of the Prime Minister we
will strengthen both the
preventive component the one you know under
the name of the Barnier fund which will increase from
225 to 300 million euros for
next year but also the so-called
curative component with the national adaptation plan
which was presented and if you
allow me a last word on the cost of living
recall the commitment of the
government and the State in favor of
the cost of living of all
communities and stakeholders who are

mexicanization narcacaille operation
place net the words are strong the verb
wants to be loud yet the
necessary repression cannot be the only response
drug trafficking now spreads in
blood to the entire national territory of
countries from ocean to our cities to our
rural territories faced with
increasingly uninhibited violence the fight
against drug trafficking must become a
national cause which can unite us we
must be interested in the roots of
drug trafficking which is based in particular on
the exploitation of minors and involves
younger and younger people we
must be interested in the money generated the
government must take its share the
lack of resources is glaring for the
police for justice to carry out
specialized investigations for customs
to really reach the
drug traffickers at portfolio
but that's not all, we must also
reinvest in city policy
to fight against poverty, a breeding ground for
drug trafficking, to support
health services to help drug users
get out of it, to finally restore the
means to national education for our
children yesterday during the QAG session
you specified that
government announcements will be made this
Friday these announcements must be
systemic
do not limit the fight to operations which
are certainly necessary short term net space
these are all the
published policies which are concerned by these announcements
should not replace
a legislative examination, the
transpartisan work carried out in the Senate by our
colleagues Jérôme Durin and Étienne Blanc
is welcomed on all sides, a
bill to get France out
of the trap of drug trafficking is already on the
table, which awaits the government for
including this text on the agenda,
I thank you, the floor is given to
Mr. Hotman Nasserou, Minister in
charge of
citizenship, Madam President,
Ladies and Gentlemen,
Mr. Deputy
Boulou, you spoke in terms
that I can share of a phenomenon which
is spreading in our country and which the
Minister of the Interior has rightly described as
drug trafficking and this
necessary fight against
drug banditry and you are right and
this is the message that I want to share
with you today 'Today we need
a general mobilization of a
general mobilization of the entire
society of all so that we can
overcome this fleo this fleo which is
spreading, you said it in a form
of ultravolence in all our territories
in our city centers in our neighborhoods
and even in our countryside this flea which
strikes younger and younger young people
and also which brings delinquency also
younger and younger this extreme
rejuvenation of delinquency linked to
drug trafficking must call on all of us
and mobilize and we are
not going to helplessly witness a
sacrificed generation with child victims on one side
and child
soldiers on the other. I say this because it is
children who are armed today. by
drug traffickers to wage
war among themselves to serve their
pecuniary interests their
financial interests I also want to tell you,
Mr. Deputy, that under the authority of
the Prime Minister work is being
carried out at THIS very moment and tomorrow
with a meeting working session again
which will bring together the Prime Minister, the
Minister of the Interior and the Minister
of Justice to move forward on this subject
and that announcements will be made in
a joint trip of the saau guard
and the Minister of the Interior to
Marseille this Friday our mobilization
must be flawless it is not a
partisan subject it is not an
ideological subject the victims the
broken lives the human tragedies have no
political label have no
parties partisan price we must all
be mobilized we owe it to our
fellow citizens we owe it to our
children thank you very much
Minister go ahead or we really have to
examine this proposed law for
narcotics against drug trafficking
the involvement of
nationally elected and local elected socialists will be complete
thank you very much my dear
colleague the floor is now given to
Mr. François Xavieroli for the
Republican Right group Merame Pres Prime
Minister the extreme weather events
which devastated the region of
Valencia in Spain just a few days
ago reminded us that
risk prevention flooding should be a
priority for public authorities in order to
avoid new disasters and
preserve human lives. I have
not forgotten that the national territory
was also hard hit, Ardèche
and the Côte d'Azur, fortunately to a
lesser
extent. today if the value of a
single human life remains inestimable we
cannot look away from
the affected populations who have seen
their homes destroyed,
agricultural operations with
ruined harvests when they have not lost everything
including their livestock, businesses
that have seen their work tools
devastated. The hand of man sometimes has its
share of responsibility in these
disasters due to
unreasonable waterproofing of the soil
or even construction in
flood-prone areas. The fact remains that
both local authorities and
individuals have a duty to carry out
regular and efficient maintenance of
waterways in order to avoid
destructive episodes and to protect
populations today Mr.
Prime Minister in this area as
in many others the excess of standards
as well as the cumbersomeness of certain
regulatory provisions can
discourage or even prevent the carrying out
of work which is nevertheless
essential, I am thinking in particular of all
the maintenance actions of the
minor bed and more particularly the
prevention of the formation of embacles and
any natural dam capable of
diverting the flow of water, the rise
in temperatures, particularly in the
Mediterranean harbor and therefore the
multiplication of phenomena such as the
cold drop or the sevenol episode,
forces us to react otherwise we risk
suffering the aftershock of
dramatic events such as that those experienced
recently in Spain and whose
unbearable images have
deeply upset us all Mr.
Prime Minister my question is
the following can you confirm to us
that the government hears this observation and
that it is considering to mediate to receive a
review and relax the regulations
in this area, thank you very much,
thank you very much, the floor is given to Madame
Agè Basket Runag, Minister in charge of
the ecological transition, energy,
climate and risk prevention,
thank you Madam President, Ladies and
Gentlemen, Mr. MP
Checoli, you are right to
firstly emphasize the repetitive nature of these
climatic hazards that we
face where you see the hand of man and
you are right to emphasize it because
indeed not only
are these climatic hazards due to
climate disruptions linked to human activities
and they require us to very
quickly reduce our gas emissions and
greenhouse effect but they are accentuated by
human developments which have
waterproofed the soils and densified our
urban centers and which therefore
lead to even greater damage
in the face of this. we must act, this
means on the one hand anticipating raising
our level of risk management,
this is the whole challenge of the national plan
for adaptation to climate change,
planning to act during the crisis, repairing
behind it, this also means working
specifically on courses of water I
did it I saw it as an elected official from
Pas Decalis and as a minister who
has followed these subjects for a year in
Pas Decala we carried out 600
emergency works to facilitate
traffic water but be careful,
I remind you that wetlands are
catchment areas when there are
floods, providing
expansion zones helps slow down
flooding, planting ha helps
slow down floods and you can do so
see we are going and we have
both simplified the procedures
today 90% of
structuring works are not subject to
procedural problems they are subject
to finding the companies to
carry them out in the
but what we must also do
it's balancing and ensuring that we
better protect nature and better
manage human construction
in order to reconcile the two. You can
count on us to simplify when
it is useful but above all to
move forward and protect the French, thank you
very much, Madam Minister, the floor
is given to Madame Christine Harigi for the
environmental group, Madam President, then
Mr. Minister of the Interior who
is not here, I am informing you of the
dismay of the inhabitants of the
Bagatelle district in Toulouse who wrote to me on
Last October 11, I have this letter
at your disposal and that of the entire
government. The deadly shooting
of September 8, 2024 at the Place de la
Loire in the Bagatelle district,
killing three victims, created a
domino effect pushing traffickers to
extend their influence. in new
territories thus worsening the security
in our rue Jul in Milot we
can no longer tolerate this
growing insecurity which threatens our health
our well-being and our quality of life
we urge that
strong and rapid measures be taken
to eradicate this scourge and restore
peace in our neighborhood, a
reinforced police presence,
regular dismantling operations at
Deal points and long-term prevention actions
are
essential, then, Mr. Minister,
rather than the answer you just
gave me earlier. time when
do you plan to develop a major
national and European plan to combat
drug trafficking focused on the traceability
of criminal proceeds and
community coordination when will you make
asset investigations systematic
to go further in the freezing and
seizure of assets of traffickers when will
you devote real resources to the
national jurisdiction for the fight against
organized crime junalco before
launching the idea of a ne thing when
will you stop bringing the
judicial police to their knees with your
inconsistent reforms when will you reclaim a
real national community police force
when will you put in place a
strategy to reduce demand
through prevention and
public health thank you very much my dear colleague
the floor is for Monsieurman Minister in
charge of
citizenship Madam President
Ladies and Members of Parliament, Madam
Deputy, I would first like to excuse the
Minister of the Interior who will do the same
exercise in the Senate in a few moments
and who will therefore be there and in
this case in his name and I can
tell you that on this subject he had
the opportunity to talk about it and to
travel to several unfortunately
parts of our territory where these tragedies
have wreaked havoc where this drug trafficking has
brought its share of victims as I
said earlier. time I first want to
say again here as I was already able to say in the
Senate how the bill which
was mentioned earlier by
senators Jérôme Durin and Étienne Blanc
is an extremely
serious and extremely solid basis for work on
which we are going to move forward under
the authority of the Prime Minister and
Minister of the Interior and the
Minister of Justice, sorry, we are
working hand in hand so that
obviously this work which will succeed
we are 48 hours away from the announcement and
of this plan which we have already
spoken to you about I therefore ask you for a little
bit of patience on this subject obviously
which I want to repeat requires a
general mobilization I also mean
that we must get out of a great
collective hypocrisy because on this
subject there is a direct link, it must be said
and reiterated, between
drug consumption and the dramas, the
violence, the tragedies that you
mention, Madam Deputy, it must be said
today in our country buying
drugs is arming
drug traffickers and this must be said because
this general mobilization we
need this empowerment
of consumers we
also need this is what I can
tell you Madam Deputy on this
collective mobilization which will be
ours we are not on a subject
here of the right or the left we are
on a subject of life or death and therefore
we must all be mobilized I
thank you thank you very much Mr
Minister please Madam the
minister, the deputy, still has
time to speak, thank you, Madam
President, Mr. Minister, what
the inhabitants of Bagatelle and
many other districts of Ville-de-
France are asking for is not
communication, it is not
XXL operations these are not
caricatured and lying remarks such as those
held in Poitier this weekend to mask
your inaction these are
concrete acts to restore their security and
a peaceful living environment for their
children I
thank you the question session at
Government is over the session is
suspended
